That's Ellesmere — Ellesmere Gaming, wingsisup.com, EllesmereUI. It's a UI addon suite, not a WeakAura pack, which is exactly why it survived 12.1 when WeakAuras didn't. I found no current 12.1 Holy talent page on wingsisup.com; treat anything there carrying War Within talent advice as stale and use Icy Veins or Method for builds.

On the import strings

Standard page-fetching returned different strings on two passes of the same Icy Veins page — the extraction was garbling long random text. Every string in this app was instead pulled from raw page HTML and checked character-by-character against the source.
